The 4 M's of Quality: Quality Matters, is Measurable, Moveable and Malleable

A Connect for Kids Web story about a 2006 Iowa initiative on building quality youth programs grabbed our attention, so we quickly hit the link to the exciting detail captured by the 4M's of Quality.

The 4M framework, developed by The Forum for Youth Investment, puts forth in a few concise paragraphs that "quality matters, quality is measurable, quality is moveable, and quality is malleable." This offers a useful lens for understanding how Iowa change makers expect to prove their case in this critical area.

Carolyn Behrer, of the Youth Policy Institute of Iowa, said, "We want to move the quality issue into the accountability discussion. How can we measure the right things, and things that are more malleable and concrete than long-term outcomes?"
